The keys to the new construction ordinance with which the City Council seeks to streamline procedures

The City Council of Dénia has presented this morning the new municipal construction ordinance with which they seek to end the existing ambiguities in the previous one and that caused a slowdown in the procedures.

The Councilor for Urban Planning, Maria Josep Ripoll, has taught the media this Thursday the new ordinance that will replace the previous one and that will be approved in the next plenary session, on May 27. A project that, as the councilor has pointed out, has been in the works since 2016 and that seeks to solve the deficiencies of the previous ordinance, which was processed in 1994 and has been "outdated, full of ambiguities and unclear".

The main objective is to streamline all procedures with more and better information on how to act and what should be presented for it. According to Ripoll, 75% of the projects presented are subject to changes, which causes the conclusion of the license to be delayed further. Apparently, due to the lack of clearer information, the deadlines were so long, so the new ordinance is intended to specify to reduce uncertainties that cause these corrections.

Greater clarity in the face of ambiguities in the past regulations

As examples of these concretions to speed up the process, it will be clearly indicated what is a plot, what is a plot, what are the minimum sizes, the heights will be defined by floors in each neighborhood, the fences must be opaque as walls, what is defined which are basements and attics ... All this to bet on a homogeneity and more image of the city.

New treatment of documentation and reports

On the other hand, in terms of the documentation to be presented, it will also be much better defined, according to Ripoll, with the great novelty that those smaller renovation projects will not require presenting a complete project, but simply will need to add an annex to the original. . "We want the documentation to be the minimum to expedite," emphasizes the councilor.

Another great novelty is the preparation of a prior municipal report that will be requested from the City Council and which will have a period of one month to provide. If this deadline is not met, the project would have all the freedom to continue without getting stuck at that point. Now, it is interesting to get this report since it will give evidence of what type of soil has the place where you intend to build, the urban parameters, conditions, conditions ... In short, this report is a summary of the basic questions that must be known to present a project without errors and with greater knowledge of the possibilities of the place.

Bet on ECUs to lighten the workload of technicians

The figure of the Urban Development Collaborating Entity (ECU) was also born. These are private entities that have the endorsement of architecture specialists and that collaborate in carrying out verification, inspection and control of compliance with the aforementioned regulations. The projects presented by these will be considered to have received the approval of trusted professionals, so the City Council technicians will be able to advance their work and thus advance the processing.

As no allegation has been made to the regulations already set out, next Thursday will be the final approval in plenary session, after which it will be sent to the Official Gazette to take effect from that moment.
